Lately (for some time actually) Samsung is trying to create and introduce a new operating system called Tizen, for me it looks like the software they used before for their non-android devices, it just seems that they integrated a more contemporary UI and framework plus the knowledge they acquired by Android and simplified it to hell.. I haven't had the chance to really review the software but by the looks of it and by what I encounter around the web it looks like they're having major problems with it. By just guessing one of their problems probably is avoiding patent disputes with any other OS ever created that's not open-source/GPL and in general anything that would cause them to pay unneeded money to anyone. Another problem is the applications supported by the OS and whether to port the existing android ones or simply remake all of them, they probably got another delay doing/trying both.
If anyone can implement a new system for which the user will have to interact with his smart-device is Samsung since in reality TouchWiz is a complete skin/launcher/framework on top of the Android OS that Google produces (AOSP) and as such replicating it on a new OS would be ultimately easy and a great way to keep their customers and in the same time unhooking themselves from Google's tether.
All the changes that have been done the last two years on TouchWiz sort of "dumbing" it down in some ways e.g. the looks as in the enlarged icons and bright distinct colors that make easy for tech illiterate people to operate the devices and in the same time to appear more compelling to use and "pretty" for the female population, and introducing great tools such as multi-windows operation and free float apps seems like on a path to separate the appearance from the Android ecosystem and the Samsung ecosystem for when the time arrives that they feel the need to stop utilizing Google's OS and move to their own proprietary system.
Anyhoo, I'm not an analyst nor have inside info on the matter but this is what I get from the simple stories I read around, from the looks of it Samsung anyway feels the need to either copy Apple or best them since there is no serious rival in the Android business (despite HTC's and lately Xiaomi's efforts) and Windows are in a turning point with the announcement of Windows 10 and the Nokia-turns-Microsoft deal. Time will tell... if Tizen actually succeeds in finding an efficient way to be "smart" and run on a chipset without needing all that bogging-down sh!t that Google used on Android then you might have a winner...
